Yes, same thing is happening to me! Very frustrating.

When I can't get the comment section to scroll down, I click the drop down menu (on the comment section) to "most recent" (it seems that the default is usually on "most relevant") and usually that makes the comment section scrollable again. Maybe that will work for you too.
